I changed the AVI folder to AVI_back and my screen is at 16 bit. Hardware acceleration is at none. The game freezes but doesnt crash to desktop when the green status bar on the load screen reaches "initializing graphics". The music skips for a bit but continues playing, yet the screen just stays the same. I have just installed the game and 1.03. I have about 3 gb free on my hard drive.
Here's my info from dxdiag, with some ommissions due to length:

Sounds like the problem is with your sound card, however you did not provide that info.

The part of Dxdiag that I need is everything from the start to the heading that says “DirectX components” .

Did you run the Victoria Config\setup program from the start menu.
There you can set the resolution and turn th emusic on or off.
You may also want to check the volume setting for music in game as well.
