Just posting this for other people as the game would not launch the installer for me. After downloading Stellaris I hit the play button in the steam window, it said 'stop' for a bit (indicating the game is running), and switched back to play. Tried this several times and then tried using the desktop icon. No change. After looking through files I found that I had no files created for stellaris in documents/paradox or in appdata/local. Various fixes that others suggested would not work.
Anyways, what worked for me was going to C:\Program Files (x86)\Steam\steamapps\common\Stellaris and simply running launcher-installer-windows.msi directly. Worked like a charm. Don't know what happened, it might be an issue on Steam's end. I am running windows 7 with i5 4460, although I don't think it was a hardware issue.
Time to find out why everyone talks about this game so much.
