Hey there, I experienced this exact same problem over and over again, no matter which campaign or country, as long as you're in combat between major alliances, the game slows down to a halt... compareable to the speed you would get at the very lowest speed setting...

Here is some more info:

My PC uses Win XP Home Edition, with all updates and SP3 installed.
The PC's specs are not outlandish but quite good:
AMD Athlon x2 4200+
2048 MB DDR2
GeForce 9500 with 512MB

Hard disk is just 1 partition and contains over 170 gigs of free disk space.

Also, I read summink about Avira Antivir meddling with the game engine's efficiency, but even with the internet connection switched off and the virus scan disabled, it gives me the same problem.

So, my question is, do you guys actually need a save game to check out the problem, or do you reckon it';s software related to my virus scan and I should get a different 1?

1.03 came out with a known bug that slows things down considerably. The 1.04 patch due out in a week or two will fix it. They tried to fix it before the patch was released but it was too late. So you will just have to wait another week or two for the new patch. I am in the same boat you are and have very similar specs.
