Ok well im having this same problem with rome and regular eu3 but i wanna play rome so ima post this here.

ok well i start game like normal i click the country i want to play as, i click start game and it loads everything.

but right when it starts it freezes i dont get to do a single thing only thing that isnt frozen is the mouse cursor so i have to control+alt+delete.

i have tried changing up setting a bit everything from no multisampling to windows mode, i really dont want to have wasted my money on 2 eu games so please help,.

my current settings they have been meddled with a bit to try and find solutions.---

Please post your Rome/settings.txt and Rome/logs/system.log files. Note that if you use Vista and have installed the game in the suggested folder c:\Program Files\Paradox Interactive\Rome\, the active versions of these last two files will have been redirected by Vista to a non-system directory, like c:\users\[name]\appdata\local\virtualstore\Program Files\Paradox Interactive\Rome\. You may have to search your C: drive for them.

I take it that last settings.txt was from the User directory path I mentioned, whereas the earlier one was from the install directory? If so, you've probably been editing the wrong one. Edit the one in the User path, and set multisampling=0, renderTrees=no and fullScreen=no, see if that changes anything.
 
ok i reinstalled and everything, i edited the settings in the path you suggested and i started the game up the settings i edited did not take affect only nthe settings file that i edit in the main game directory takes affect in the game.
 
OK, let's try this: uninstall Rome, and manually delete the game directory - this is important. Then install it again, but NOT in the suggested path c:\program files\... etc. Instead make a new directory outside the system directories, like c:\games\rome. Then install 1.3 patch.

At least then we can be 100% sure which settings.txt file you should be editing to make changes, as there should only be one.
