Garbage incinerators not spawning enough trucks! PS4

86,000 pop. CLEAR STREETS, SMOOTH TRAFFIC! Garbage overlay shows green streets for all. Incinerator Capacity well over production (see attachment). Incinerators suddenly stopped working. Each only spawns up to two trucks out of a possible 27. City became overrun with garbage within minutes (3x play speed). What's causing this problem?

Cities Skylines would be such a great game if it were MORE realistic.

if it were realistic you wouldn't be playing on a console as the system requirements would be too great.

I can't imagine what it takes to develop a video game, let alone one as complex as a city builder. Thank you Paradox for your addition to the genre. But damn, at least we could be allowed to make smooth highway Ramps.
