Gardeners cleans outside prison and not inside it

Gardeners are cleaning the whole world except my prison. I have 2 gardeners, and I have also enabled prioritization for my yard through deployment, but it doesnt work.

Screenshot below shows all the spots the gardeners are planning to clean, all of which are outside the prison.
