GDF Fleet Capacity glitch or feature?

So, I'm playing on a game with Captain difficulty AI (Don't wanna kill myself against GA just yet with Overlord) and I became the Custodian. I gotten the GDF passed and it's upgrade passed too, which I promptly built said fleet. As I continued playing, I noticed my naval cap being used twice than normal. I have my personal ships using 800 fleet cap and the GDF using 800 more. Because of this, I had to extort far much more resources from my prospectoriums and vassals, which is no problem.

Is the GDF supposed to use the Custodians personal fleet cap or is this a glitch? I've never really been one to look at my fleet cap since I keep my personal fleets under it and think the GDF doesn't use it

I think it's a bug. A later patch fixes imperium and GDF fleet using your fleet power. (patchnotes on Wiki)

I already asked about this before release and hoped to get it fixed in the console release. But it seems we have to wait for the next big update. :(
