German aircraft policy - bug or WAD?

Hi,

I noticed that Germany has "License building and platform reuse policy" in CORE 0.32 as a starting aircraft design policy. It used to be "Military Design policy".

Is this intentional or did it slip in?

Probably chosen because of most early bombers/patrols acting as naval bombers were converted civilian designs. Ju 52/3m Ju 86, Do 17, He 111, Fw 200 are examples of this.

I think this tech was basically designed around Germany and it is certainly WAD.

The whole "License-building and Platform Upgrade Policy" started out as "Conversion Policy" and was based solely on Germany - so no, Germany has never started with "Military Design Policy".

EDIT: The "Platform Reuse" part not only refers to civilian conversions, but also Germany's tendency to try and reuse old designs (upgrading them) rather than implementing new ones (redesigned models).
