The naval force in Hamburg is still commented out. And it's based at Hamburg, which is not a port in this game. And you really need to correct Toulouse not being transferred to Vichy. That's a basic part of the vanilla game, and there's no excuse for it.
 
I made Hamburg into a port by editing the province.csv file. Why do the ships that start in Hamburg have an * in front of the entry, therefore putting them out of the scenario. They existed. With the way they are not in the scenario file, they cannot be used at all.

There is still a problem with the German 71. Infanterie-Division where every unit after is the 71st Division. I solved this by removing the honorific, but this has been a problem for several editions now. I know that there were problems with other nations units in the unitnames file.

In the current version of WIF Hamburg is a level 10 port with three fleets in it :

1> 3*BB, 2*CA, 6*CL
2> 1*TORP
3> 1*SS
 
I'm playing the version of WIF which is next to last in the scenario queue. That is what I am quoting from. If that is not the right scenario then tell me.

You're loading the correct campaign though the latest version of WIF has moved it towards the top of the list. Have you installed the two hotfixes ?
