Description​

Started playing historical route on ironman mode as Poland on fascist path. Joined Axis as a German puppet and continued down focus tree to raise autonomy to satellite. During Russian war around late 1941, I lose half of my industry as Germany forms the Generalgouvernement puppet. The wiki says that this decision should be unavailable if Poland is a member of the same faction as Germany (https://hoi4.paradoxwikis.com/Generalgouvernement).

Steps to Reproduce​

Start game on historical ironman mode, pick Poland and go down fascist path, join Axis as German puppet via focuses, mid-war Germany has a chance to form new ai puppet.

It can actually do that with most nations, not just Poland.

It should either become unavailable if the affected area is owned by a friendly tag, or the AI should be coded to never take the decision if that's the case.
