Greetings! We come bearing tidings of an exciting future! First and foremost: as of today, all owners of the EU4 Starter Edition will receive the DLC Common Sense for free.

At the same time, EVERYONE can now go to our Steam Store page and download the “Rights of Man”, “Art of War”, “Common Sense” and the “Digital Extreme Upgrade” DLC’s for free! This is in preparation for next week, when we will merge all above mentioned DLC’s into the base game for everyone by default.

Please note that trying to load a save from before using these DLC’s will break it. This is why we have announced this initiative a month in advance, so you can choose to start the game with or without these DLC’s active. If you wish to continue an old save without these DLC’s active after October 17th, you can revert your game version to 1.37.4 (https://pdxint.at/rollback)

But that is not all! Just as we promised, we also want to make it easier for you to complete your collection of EUIV Expansions and Immersion Packs - so the Ultimate Bundle is now heavily discounted! If you are an Europa Universalis IV veteran, your discount on Steam will be even higher - as the price will be lowered by the cost of DLCs you already own.

If you are looking to either get EU4 for yourself or your friends, or enhance your experience, now is the best time!

If you're going to integrate all these DLCs into the base game anyway, what benefits do we get from getting it on Steam early. Is it just slightly earlier access to DLC features?

On an unrelated note, I hope the integration of the QoL and convenience features in Art of War and Common Sense make it easier for the game's mechanics and interface get improvements in the future.

The main benefit is for those who don't already own them. If they were to start a game today without them, their save would break when we update, so this reduces the risk of newer players having their games broken.

I'm fairly certain that the development of EU4 is at it's end. "Project Caesar" has come to take its place.

Everyone with EU4 gets these DLCs next week. If you bought EU4 10 years ago or tomorrow: you're getting them as part of having the base game.

I was referring to the discounted Ultimate Bundle. It would only cost me like €50 and I'd have all of the DLC, but I can't buy it because I have the subscription active.

I've contacted Steam Support but they are yet to respond.
 
Could we get any information if the game is going to get more patches or more DLCs?

I don't have EU IV and the sale for the Ultimate Bundle looks extremely good. But if future expansions are a possibility then the Ultimate Bundle is not that "ultimate".

So there's a product you like and are interested in, at a heavily discounted price compared to what you'd usually have to pay, but you maybe aren't going to buy it if it turns out that it isn't complete? Would it help in your decision if they were to rename it to 'The Maybe Definite Bundle'?

I don't usually buy videogames that are not complete, even if they are close to completion in Early Access. With very few exceptions.
So yeah it would be nice to know if I don't have to put another 20/40/60 euros down the line to get all relevant DLC after I buy the "Ultimate Bundle",
 
Will this change be only on Steam or everywehere? I already own EU4 with some DLC on EPIC Gamestore, but not the 3 you are takling about.
These DLCs will be added to the base game on all platforms on the 17th.

It seems that the paradox store sells a steam key for the ultimate bundle for 43.34 EUR right now: https://www.paradoxinteractive.com/games/europa-universalis-iv/buy
You should be able to redeem this key after your subscription runs out. But in contrast to the steam store, you won't get a discount for owning part of the bundle already. It is not much of a difference if you own only the base game

Thanks a lot!! I didn't see that before, it's really hard to find it in the store. How did you find it?

If Steam Support don't provide a solution I'll just buy it there.

We have reached out to the publisher regarding this purchasing issue, but we currently do not have a timeline for a resolution.

So yeah, that doesn't seem terribly helpful.
