When trying to go on a grand tour it says "DEBUG_I_HAVE_MORE_GOLD_TRIGGER" even though I have the money.

Steps to reproduce​

I died, got a new ruler, got some spare money. Planned a tour and it says "DEBUG_I_HAVE_MORE_GOLD_TRIGGER"
