Ah, yes, it's 24 bit, of course. ;) I have encountered the "culture crash" before, when I was testing this mod with the original map, but that should be fixed now. Is it possible that the game does not accept certain colours in the provinces.bmp (which would be kind of the last possibility I see..)?
 
I don't think so, every colour I've ever tried has worked once I got everything else right (including shades of grey). You could try using my map for Imperium, and replace my provinces with yours one by one (or in groups). That way you discover if you have any errors, and where they are. I only suggest my own map because it's the map with least provinces, the vanilla map is pretty hard to handle.
 
Okay, I tried replacing all province colours by those that are definitely 'legal', and since you mentioned it, I tried another thing: When I started working on this map, I had first saved the provinces.bmp in 32 bit - and it loaded. Sure, the map in-game was black and without provinces, but it actually took me to the main menu.
Now, I tried changing it to 32 bit again, hoping that this would possibly keep the game from trying to check whatever it is checking for an infinite amount of time now, but: negative. It still keeps loading "initializing maplogic..." (or "if you can read this, you have failed...", as I call it) forever.. So maybe the problem is to be found somewhere else entirely?
Then again, the problem started the second I re-saved the map as 24 bit. I'm really getting lost..
 
I've got it to work. One part I know what was it, the other one I'm not sure.

The problem that created the crash on this part was a port (actually 2) misplaced. I verified it was really it.
However, I remember working with blank positions.txt to see if this was the problem, and it had it too. The only thing I remember changing was a weird border where a province touched in another one with like 1 pixel. I'm not sure this was also causing it, as I know it messed up the border of these provinces graphically, but I don't know if it also created this one (I also had messed up borders and they work fine before being corrected).
