So after 17 years of playing Paradox games, I decided to finally make a mod - a simple rebalance mod for I:R which changes some values such as pop outputs. Having gone through what I believe is the right process for mod creation (using the launcher to create a new mod in my Documents/Imperator/mod folder, dropping the modified files into the new mod folder), I loaded up the game and... nothing had changed. Have I done something wrong here? Any tips?

Well, since you don't know much about modding, and it would be very time exhausting to ask you step by step what you could have possibly changed without any result, perhaps it would be best for you to post a compressed file containing the mod folder and .mod file, or upload it to the workshop and give a link.
