Getting random no-name characters with null culture spontaneously causing the game to cash

Description​

Just noticed a random white-faced man in my court in my Mali playthrough and clicked on him. He has no first name, his last name is Smith, and he has no culture either, instead his culture is null. If I try to make him do anything the game crashes.

Steps to reproduce​

Honestly I have no idea, I just found him randomly. Mine has the surname Smith, is that the generic surname that the game gives null-cultured npcs? If so, search for Smiths? (not the desision, search for the last name Smith? IDK)

Oh, just realized that while I was telling the truth when I said I disabled all mods, on the attached save I beleive I still had Infinite Wards and Population Control still active.
