The ai does not give out ghaston grey because literally nobody would want to rule that hunk of junk, it is not like moat cailin where it serves some tactical purpose. It is just some crappy little rock off Dorne lol

If this is the case can we make it so the ruler gives it out as a punishment to a character they really don't like?

That would not make much sense, you have this courtier plot to kill you and you need to punish him. Do you:
a) Execute him
b) Send him to the wall
c) Grant him some land

Yeah option c does not make much sense to give someone an actual piece of land with troops etc as a punishment

I think the King tier Summerhall title is only creatable by whomever holds it/exists in the bookmarks where Summerhall is held, but I'm not sure because I haven't touched the updated borders submod since he massively overhauled it because it's having a lot of conflicts with congenital overhaul.

I'm also pretty sure he made the Kingdom title of Dragonstone with Stannis in mind so that all of those stormlands lords aren't independent in his war, but he didn't fully think through the repercussions for earlier bookmarks.

Hmm, it was for a number of reasons; partly to ensure that Stannis would actually be the liege of certain Lords in Blackwater Bay (as mentioned in the appendices of the earlier books, for instance), but also to prevent the Lords Paramount from attempting to annex lands that they held...Summerhall, for instance, in the base game, becomes a De Jure part of the Crownlands after it is built because otherwise it leads to the Lord of the Stormlands immediately invading it with a De Jure Liege CB. Unfortunately, since the World of Ice and Fire book showed Summerhall located in the middle of the Stormlands, it means that a random pinkish spot appears in the middle of the De Jure Kingdom, which is quite unsightly (and a hassle to deal with in scenarios where a state rebels and breaks away). As such, it seemed fitting to raise Summerhall and Dragonstone both to De Jure Kingdoms that could exist in an area simply to keep the map looking neat. Still, I did notice some errors with it when last going through my mini-mod, so I might revise that when I next update it...for instance, Dragonstone could be De Jure only for Dragonstone itself, with the rest of the provinces (Driftmark, Claw Isle, Sharp Point) being part of the Crownlands instead, so the player isn't forced to make those lords the vassals of their heirs.
