I was playing in South Asia recently and noticed that a vassal I was feeding formed Shan. This was interesting to me because normally vassals can't form anything. I understand why the devs wouldn't want players to be able to do this for various reasons, but I think it would be neat for it to be possible for the overlord of a subject to somehow "approve" the formation of a country if you want a particular country as your subject and the AI is set to never do it. I realize it could be a coding nightmare but it's a thought.
