Glass House decision/event doesn't work in a new way

Glass House event doesn't work in a new way

Description​

I believe since the changes to build slots, Glass house wouldn't be constructed when there wasn't an available building slot, after selecting the event. Recently a change was made that Glass House now counts as a special building and will create a special slot upon choosing the event.

I am playing as Granada, which has a special building already and when I choose the event, nothing happens. No new special slot. No glass house. Though the event text suggests otherwise...

Steps to reproduce​

Have Granada (maybe other counties with a special building?) as your capital and take the choice to build a glass house.

It's since this building has been changed from a basic one to a spécial one, looks like an oversight
