It's also rolled into the base game, just that not all special projects are free. Stuff like the landcruiser are DLC.

Correct, Historical Germany content is free and the baseline Special Projects and (nuclear) Raids too. Additional content is GTD

You can check whether you actually have the DLC in the DLC tab if the launcher or in the bottom left of the main menu
