If you use mods please check your mods against the list of broken mods, both the first tab and especially the tab named Patch 1.17.0.

I spotted at least these old and broken mods:
  • Extra Vehicles Effects
  • an old version of 81 tiles which is most definitely broken
  • old Unlimited Outside Connections
  • Building Themes
  • Unlock All + Wonders & Landmarks
  • Loading Screen Mod by Klyte
 
This issue is fixed by removing the Cim Care mod, which is currently broken and causes the "Simulation Failed: Method not found 'BuildingAIEnsure'" error, when you get rid of it, your game will give the errors that certain buildings are not present, this will still allow you to load your city.
The mod maker has said he will try and fix the issue, but it will take him a little while.
 
Cim Care has been updated today, so the issue may be fixed already. I recommend checking the comments of the mod's workshop page for an update.
 
I have the same issue as well and EVEN AFTER the update to CimCare it is still throwing it, so either another mod is causing the same issue or the problem hasnt actually been fixed.
Please attach your output_log.txt (called player.log on Mac and Linux) so we can see what's happening.
