As a constitutional monarchy i set communists as a ruling party. Then, in 1th day of next month there is a change of constitution, and now my country is proletarian dictatorship with universal suffrage and without political parties.
Now, i want change gov to democracy. If i switch to party system to "all allowed", democracy comes with 1th day of next month. In same time, there is start of election campanign. But, communists are still ruling party and in next 1th day of month... Gov backs to proletarian dictatorship. This is endless wheel.
There is only one method - make party system with "right to ban" first and wait for presidental dictatorship. Then, set another party as ruling one and switch party system to "all alowed". Then will be a democracy.
There should be a possibility to change gov from commie to democracy without this "ruling party changes government" while first election after change.
Maybe block this event if there is a election campanign? This may help.
