I know this expansion was focused on the Middle East, but I feel there are many nations who could benefit from the new government forms.

Feudal Theocracies: Mzab, Ajuuraan
Especially Ajuuraan should be a feudal theocracy, since this government form matches their governing form so much historically, it'd be an amazing fit.

Tribal Federations: Marehan, Warsangali (Both are Somali tribal federations), Toggourt, Djerid, Baluchistan, Fezzan, Aiir, Timbuktu

I feel especially these nations should be changed to tribal federations because many are tribal despotisms in areas where the more superior Iqta government is dominant. Changing these would be balancing.

Iqtas: Kanem Bornu, Brunei, Pasai, Siak, Kedah, Pattani, Maldives, Yarkand, Mogadishu and Kilwa.

Although many of these did not follow the Iqta system, they are in very heavily Islamified areas (Which is why I exclude countries like Ligor and Antemoro from these lists)

I also feel that Circassia should become a tribal federation again (was gonna make a post about it but since this now exists) their political structures is more of a federation than a monarchy (maybe if Kabardia is made it's own country that would be a despotism) and also the circassian society put a large emphazisim on horses and horsemanship. The circassians were famed horse riders.

Despotism is modeled as a primitive despotic monarchy, which it turns into upon reforming. It has reduced core creation cost and national unrest

Monarchy is modeled as a primitive feudal monarchy, which it turns into upon reforming. It has Vassal income instead of core creation.

I know that is plainly in view from the text but I think that's the core flavor difference, proto-feudalism or proto-despotism.

That RCC makes it one of the best blobbing governments in the game at empire rank, though. Paradox logic when it comes to 'primitive' versus 'advanced' governments can be a little odd sometimes.
 
Its like feudal vs despotic monarchy;

Tribal kingdom means a more developed sense of legality and legitimacy (a more advanced form of govt), whereas tribal despotism means basically more "you do as i say or i smash you with great axe" kind of system.
