Government type wont change!

I've changed voting rights to "landed", public meetings to "yes", unions to "non-socialist" and press to "free press"; in other words everything that I possibly could to change the presidential dictatorship into a democracy. Six months later and the event still has not fired that changes the government type. I've don it a million times before, but this time it just wont let me. Does anybody have any ideas as to what is wrong?

Its extremly hard to get rid of a dictatorship.

If you still have the right to ban, change the voting rights to sufferage, allow other parties start an election cycle, AND place another party in power.

Presidential dictatorships will just change it back to one party system at the begining of a new month otherwise.

The only other way I know of to be rid of them is to not put down a revolt in your home province, the revolters will overthrow the gov after a time.

Right after the govt type changed, switch voting rights to wealth, that'd prevent you from changing back to pred. dictatorship.

I dodn't realise that demcoracys can't have landed voting rights; if I'd known that then this wouldn't have been a problem at all!

Now to sit back and watch the immigrants flood in...
