- My GPU is a literal furnace, turning my room into the surface of the sun

Thank, you for the report. To investigate this further we would need a DxDiag file.

To get a DxDiag file follow these steps:

- Open your Start menu, Cortana or Search
- Type dxdiag in the search field
- Click on the dxdiag program
- A window called "DirectX Diagnostic Tool" should pop up now
- Wait until the green bar at the bottom-left has disappeared
- At the bottom right-hand side, click on "Save all information"
- Save it to a place where you can find it easily, for example your desktop
- Attach this file here
- IF dxdiag.txt fails to attach here, rename it to dxdiag.log , or zip it up.
 
In case it is relevant, my in-game graphics settings are on High preset, 3840x2160 resolution, Fullscreen Windowed mode. I have tested with vsync on and off and it does not appear to have an impact. I also tested with normal Fullscreen mode, which also did not cause any difference.
 
I wanted to provide an update, as I recently got a new PC, and this issue is still present on the new PC which has a Radeon 7900XTX--meaning this is not a GPU vendor specific issue, it is occurring on both Nvidia and AMD. I've attached the dxdiag from this new PC as well.
