"Grant State" Overlord Action in split states nationalizes buildings in the subject's portion of the split state

Description​

Grant State Overlord Action nationalizes the buildings in the state being given. This works fine except in the case of split states. This action nationalizes ALL buildings in the state, regardless of which part of the split state they were in. This means that giving one small part of a split state to a subject nationalizes all of the buildings you own in that subject's portion of the state.

This is particularly frustrating for the Netherlands. The Netherlands begins the game owning the majority of the industry within the Dutch East Indies, but most of Indonesia begins the game as split states. Giving the missing portions of these split states to the Dutch East Indies results in the Dutch East Indies nationalizing most of the ownership the Netherlands has within their subject.

In the attached save game, the Netherlands player has just conquered Bali (Dutch Sunda Islands) and now owns part of a split state. The Netherlands wishes to unify the newly acquired Dutch Sunda Islands with the Dutch East Indies Sunda Islands by using the Grant State Overlord Action. Within the Dutch East Indies Sunda Islands, Dutch Manor Houses own 1 level of fishing wharves and 4 levels of tobacco plantations. After using the grant state action to unify Sunda Islands, neither the Netherlands nor any Dutch Manor Houses own any buildings within the Dutch East Indies Sunda Islands.

Steps to reproduce​

1. Load the attached save game

2. Click on the Dutch East Indies Sunda Islands and verify that Dutch Manor Houses own 1 level of Fishing Wharves and 4 levels of Tobacco Plantations in that state

3. Right click on the Dutch East Indies and select "Grant State" in the Overlord Actions

4. Select Dutch Sunda Islands and press Confirm

5. Now click on the Dutch East Indies Sunda Islands and verify that the buildings previously owned by Dutch Manor Houses are now owned by Sunda Islands Manor Houses

Was really hoping this would be fixed in 1.7.4 but it was not. This makes the Netherlands, Britain, and any other nation with split state subjects very frustrating to play!
 
Yeah I experienced this again just now with a rebellion in Liberia so now my investors own 0 Liberian buildings where before we owned over half their economy. Seems like any time a split state is combined the logic for nationalizing buildings just deletes outside ownership.
