Granting land to landless people as Dorne, they have agnatic-cognatic succession law?

Not sure if it's the problem with the game engine or the mod, but as Dorne, where my succession law is cognatic primogeniture, granting lands to landless courtier made his succession law agnatic-cognatic primogeniture. I've tested and it doesn't matter whether the receiver was male or female.

For a little extra info, the province I granted is not in de jure Dorne.
