I dont know why this happens but it only happens when i put my settings on high.
If i play the game on the lowes setting the game wotks with out a Problem.

My specks are:

Nvidia RTX 3060
Intel Core i7-4790 CPU
RAM 16 GB

very odd presuming you don't have mods installed;

have you tried verifying the integrity of the files? that will find and fix corrupted files which might fix your problem.
 
I have no Mods installed and i already checked the files through steam.

But i played with the Graphic settings i have found the setting that gives me this Graphic Problem:

Refraction Quality

Every time i set this higher than disabled it starts to cause the graphic Problems.
 
Have you tried updating your driver? I have a RTX 3060Ti and encountered no such Problems.

I think i have found my Problem and it has something to do with my Display that i am using right now. I hope this will solve my Problems. i will write a again when i changed it for a new one.
 
So i have updated the friver from NVIDA Version 526.98 and i still have the Problem. The ZIP is a short clip of whatr happens if i change my Grapic settings.

Right click on victoria3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, refresh rate 60.

If those don't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Vic3/pdx_settings.json .
From your Documents/Paradox Interactive/Vic3/logs/ folder, attach here system.log , error.log

So i did the first thing you asked me tod and it didn t work so now i am sending you all the 4 files.

As you can see in that error log there's a serious DirectX11 or other graphics issue on this machine. Let's start with a clean reinstall of nVidia:

- uninstall that driver and all other nVidia software
- reboot
- install by fresh download from here https://www.nvidia.com/Download/index.aspx?lang=en-us
- reboot again

If that doesn't help, post a new error.log please.
 
I have uninstalled everything from NVIDIA and reinstalled all of it but it is still not working. Hmmm maybe i have to play this game in Low settings for ever.

I am sorry then, there is a hardware, driver or Windows problem here I cannot see.

There was a new nVidia driver just today, my as well try that!
