I recently decided to play CK2 again after buying the custom ruler DLC, however when I opened the game this is what it looked like. What do I do to fix this and why did this happen?

please post a dxdiag.txt (you can delete everything after the "Sound devices" section for brevity).
Also note we have this report of what looks very much like the same issue. One user fixed it by reinstalling their video drivers and Catalyst, whereas that didn't seem to help the other one - it will be interesting to see if you have the same video card as they do (AMD Radeon 4500).
