Sorry if this has already been reported on. I thoroughly checked the forums for it, but skimming was involved.

Anyways, about 20 minutes into every session of the game, I get these intense graphical glitches on the screen that depend on where I'm looking on the map. They'll even stay there when I pause the game, so it's like they're part of the map. I've had the issues with and without mods, but I only use added buildings and nothing gameplay-changing or new maps. I've already verified my game cache with no change. See pics for details.

These graphic flaws is typically associated with overheated GPUs, please check your GPU temperature using GPU-Z.

Thus remove any overclocks you've, and remove any dust on your graphic card, e.g. by pulling it out and give it a good blow with compressed air or whatever you've at hand to clean it with. Make sure your fans are running as they should.

And make sure your graphic card is updated with the latest drivers.
 
Actually, I did that, cleaned out the dust and updated drivers, yesterday, but the bug still happened. Also, nothing in my PC is overclocked, besides the factory-overclocking my GPU received from Gigabyte. And according to GPU-Z, the max temp of my GPU is 62 C during about 30 minutes of full-screen gameplay.

HOWEVER, for the current gaming session at least, the bug seems to have gone away. My "solution" was to fix the GPU sag that started to happen because my card lacks a backplate (there are virtually no options out there, besides having one made). I'll update this thread if the bug returns, or start a new one if this one is closed.

I have the same problem (and it seems it's pretty common) and as far as I can tell, it's not due to overheating. I can reproduce the bug in one save by selecting policies, selecting a district by clicking on it, then hoovering the different policies. This happens regardless of GPU temp. The bug seems to be related to floating UI elements and the stuff that's thrown up on the screen looks like various texture maps (fonts and UI-stuff).

Same graphic card? Driver version is?
 
Looking again at OP's screenshot i think it's not the same bug. It could be, but it looks different, since OP's seems to be deformed geometry, while the one I'm experiencing is related to the UI. Here's the thread on reddit with multiple screenshots of that issue. Since it's probably not the same bug and I don't want to hijack OP's thread, I'll continue discussion in a separate post. But to summarize, the bug I'm talking about seems to affects laptops with AMD GPUs. Can be reproduced by selecting policies, clicking a district and then hoovering a policy. The bug appears when the tool tip does.
