Great Council of Mechelen doesn't disable the dutch revolt

Description​

Take the tier 6 government reform Great Council of Mechelen as burgundy doesn't disable the dutch revolt. In the attached screenshot I have formed france but I started as burgundy and it makes no difference as far as the bug is concerned.

Steps to reproduce​

Be burgundy, get the tier 6 government reform Great Council of Mechelen before or after the dutch revolt has started.

Game Version​

I'm on latest, no clue how long the bug has been around.

The reform 'disables the Dutch Revolt' in the sense that the disaster cannot fire; you can't enact it (and expect it to do anything) while the disaster is ongoing.

Disables doesn't mean prevents, it means "turns off". Also, why do you assume that the revolt started before I got the reform?
Once in open revolt, it seems unlikely that a separatist movement would be placated by such minor concessions as the promise of a devolved judiciary.
To your second point, I assumed this because that is how it's scripted. The disaster is not visible—nor can it progress or fire—while the government reform is enacted.
