Great Philosopher doesnt work as advertised.

"Great Philosopher" is a low-chance event from having your court chaplain research cultural techs.

Just triggered in my game, said it would increase popular customs by 1 in my capital for ~800g.

Bought it, looked at popular customs..... increased by 0.1

Sad face. Either need to change tooltip or change effect.
