Great War Demonstrations (over and over and over)

Hello all.
I just got CORE and started my first game of it with Germany. Every month or two I keep getting the demonstrations and my dissent goes up faster that I can keep it down-I have over half of my IC going towards trying to keep it down, but to no avail.
So my question is, is this normal as Germany, or is something buggered?
Any advice would be greatly appreciated.
