The Greek cruiser Averoff was a pre-WWI armoured cruiser. This corresponds to a model 0 heavy cruiser, not a model 0 light cruiser: it had much larger calibre guns than a light cruiser, it had heavier armour than light cruisers of the period, and it was slow, even by the standards of the period. It should be a heavy ship, however weak, it should not count as a screen!

This effects the 1936, 1938 and 1939 scenarios.

This is easy to document/Google as the ship has been preserved as a museum ship/tourist attraction.

I have been on this ship, and i guess you are right. However, this is not the correct sub-forum for your post. It is not a "bug" (something in the game is not working as designed) but a history mistake

Strictly speaking I think pre-WW1 armoured cruiser equates to a model -1 CA, but you make a good point - model 0 CA might well be more appropriate. I don't know that it'll make the first patch, but I'll modify it RSN.
