Skimmed the manual, still don't know what that green bar under armies is, nor how I can get it completely filled all the way to the right?

If you mean the green bar under the armies in the province-view then that shows the current strenght of the regiment compared to its maximum strength.

If you mean the green bar under your armies when they are mobilized then I think it reflects the morale of the army, though I am not really sure about that.

If some regiment isn't in its full strength, you just have to wait. It takes time to gather troops.
A recruitment speed depends on the martial stats of the ruler and his marshal.
Having a training grounds (and war academy, if possible) in particular province increases recruitment speed within it.
(There are probably more relevant factors, but let the wiser people comment those.)

Factors relevant to recruitment speed? There aren't any that I know of.

But you can increase your maximum regiment size (ie: make the entire bar bigger) by increasing province income.
