Does anyone know if the underground is affected in any way by terraforming?
I have fully terraformed the planet bur in the underground nothing has changed. My underground domes still have an oxygen requirement and I don't want to send any colonists back down there to test it out since I don't want to lose any further colonists to asphyxiation down there.
 
Is the game newly started after the Picard patch and B&B installed?

The game considers the maps as separate "realms".
And in any case, DLCs are independent of each other. Game devs never code any inter-dependency on any one DLC to another. Only to the base game. Because inter-dependence would mean people would either buy none or all DLCs, not able to pick and choose.
Which means, the above ground "open dome-ness" has no effect on the underground.

Having said that, certain game mechanics are "touched" and re-coded to fit how landscaping works in all realms, for example.

Is it even possible to live underground without oxygen? I believe its intended for it to not work underground.
You need to produce oxygen and tap into water, before building a dome underground. Hopefully, elevator would act as a tunnel, so you can connect power, water and lifesupport trough it in the future.

That's not really true. Plenty of DLC, including from Paradox titles, have synergies with other DLCs.

Sure, meaning the DLCs are planned from the get go. As long as the storyline supports it and it makes sense. And the studios willfully planned the features to be in separate DLCs, instead of one feature being in base game, I mean. Still would cause major grumblings among the player-base.

But interdependence? Like I have to buy DLC A in order to use (or expand) upon the features in DLC B? Never. I've never seen it.
Or, at least not in the games I play. If there are studios that do this, I'm not sure I'd be supporting them and buying their games for long.

This isn't relevant, or more accurately is a strawman argument. DLC are always built with existing DLC in mind, all across the industry. The idea that any DLC would be developed and tested with only the base game in mind is an ill informed one at best.

What OP describes does seem odd. Why would a breathable atmosphere not penetrate the ground? This seems from the outside like an oversight by the dev team; but more likely they were aware of it and didn't have time to fix it. Given the dumpster fire condition of B&B on release, this would have been a relatively low priority.
