Description​

Can't recruit heroes from your faction if you create only 4 heroes in faction creation, click the shuffle button and select the only hero from your faction there.

Steps to reproduce​

In faction creation, create only 4 pre-determined heroes.
When recruiting your first hero, click the shuffle button and select the only hero from your faction that's available now.
After recruiting that hero, either of these things will happen:
- If you've met a Free City from which you can recruit heroes, only heroes from that city will be available on the hero recruitment window after clicking the recruit button on hero overview and the shuffle button will be greyed out.
- If no heroes from free cities are available, clicking the recruit button on hero overview will do nothing, the hero selection screen will simply not open.
