Guards confused with Staff Only/Custom area (after FFL I believe)

My prisoners having been escorted to Parole are instantly getting handcuffed and being escorted back to Dormitory. Right after that, they are escorted to Parole again and it just repeats... I know it's because of Staff Only area on their way (fixed by unzoning), but it's never been a problem; otherwise I wouldn't have them released as presented on Graph (and I remember observing some of them sitting there being paroled).

Similar case with Criminally Insane (who temporarily share a cellblock with MinSec). As soon as they go out they're handcuffed and escorted back to cell.
Both cellblock and outside area are custom sectors (MinMax & CI).
