A strategy for getting the Ottomans as allies if you start as Novgorod. This is for patch 1.27 The general idea is to reduce the "distance between borders" modifier by force vassalizing a country close by the Ottomans. In this case I use Imerti, but any other country that the Ottomans doesn't see as vital interest and shares a (sea) border can do.
 
Another alternative.. just playing it now. Starting slowly.. ally anyone you can.. ie. smaller countries.. Ryazan, Scotland. Then you add anyone you can in your trade league (Odoyev, Theodoro likely) - these are your defensive buddies. You can release two trade city OPMs since you are merchant republic - keep doing it as you expand to new nodes. Every trade league member is small army, you are now small HRE. Muscovy won't attack.

Now you can go kill Tver, Livonian Order and expand.. ally Poland and soon enough Ottomans. At one point when Muscovy dows someone else, attack them and war shouldn't be too hard. I ditched Poland when they got attacked by Ottos and allied Ottos. Once Ottos take Crimea they are close so its easier to ally them.
