While this does work at the surface level for the player's vassals, the underlying issue also affects all AI rulers who are also getting 0 gold and 0 levies, and its not feasible to manually reset all vassals in the game. Meaning the game state of 1.15 saves loaded on 1.16 is soft bricked until we get an official response to this, that mass applies a fix to all vassals in the game. This is possibly related to 1.16's reorganized folder structure around special_contracts.txt

Loading 1.15 save in 1.16 (all your vassals contribute 0 tax/levy)

After Independence + Vassalization (they are again productive members of society)

1. Google "cheat engine ck3"
2. Download ck3_1.16.0.2_figment_v76.ct
3. Load CK3 1.16.1
4. Set `Enable Debug Console` to 1 in CE
5. Right click vassal 1 > 31 more > Make Independent
6. Right click vassal 1 > 31 more > Make Vassal
7. Repeat 5 + 6 for the rest of your vassals
8. Set `Enable Debug Console` to 0 in CE (achievements flag is set back to normal)
9. Save your game

If you have an iron man save, I suggest you practice this on a dummy save, because if you don't disable debug before saving you will invalidate achievements on your game file
