Because there were no Tokugawas at the time. In 1551 bookmark, the family was known as Matsudaira (not sure where, and if, you can find them in the earliest bookmark). You can choose to play with Matsudaira Ieyasu (though unfortunately he will never rename himself to Tokuagwa Ieyasu AFAIK) in it (where he is a kid and vassal to Imagawa Clan).
If you really want Tokugawas, use the Monumenta Iaponiae Historica mod (a must-have mod IMO) and you will have bookmarks with Tokugawas.

Don't expect an easy game though (especially since he is a two province Kokujin). Ieyasu himself won by combination of genius, luck and making some very, very risky moves.

In Onin war scenario Matsudaira are third tier vassals under Hosokawa in Mikawa. It's pretty much unplayable position, as you can't break away from the Hosokawa, and Hosokawa in Mikawa always get overrun by Yamana armies.
MIH breaks Hosokawa and Yamana into smaller regional clans, so you have better chance playing with that, but even then it's pretty tough trying to survive with them. Best bet is picking up Ieyasu in the Nobunaga scenario and try to take over Imagawa to mimic history.

I read this thread, and unrelated, but Ive got to say great title! I have Byzantine heritage and love the Sengoku period ....
