In Onin war scenario Matsudaira are third tier vassals under Hosokawa in Mikawa. It's pretty much unplayable position, as you can't break away from the Hosokawa, and Hosokawa in Mikawa always get overrun by Yamana armies.Because there were no Tokugawas at the time. In 1551 bookmark, the family was known as Matsudaira (not sure where, and if, you can find them in the earliest bookmark).

MIH breaks Hosokawa and Yamana into smaller regional clans, so you have better chance playing with that, but even then it's pretty tough trying to survive with them. Best bet is picking up Ieyasu in the Nobunaga scenario and try to take over Imagawa to mimic history.
