What do you have to do to get rid of "Castle Ruins" in the various sections of Harrenhal?

If you hold Harrenhal, eventually you will get an event giving you the option to rebuild it an restore the keep to its past glory.

I managed to complete it in a MP game,
One player had harrenhal, We had 2 players (me and anohter) as ironborn raiding everything and sending money to that guy to rebuild it.
In the end, It costed him nearly his whole family, tons of stewards and lots, lots of money.

The amount you need is 800 gold. A word of warning though, Harrenhall is cursed, im not even joking, they put the curse in the game as far as i can tell. Every child born to my wife and me in my playthrough died of poor health. Every single one, even thought they where of perfectly healthy just a few minutes ago, and the my wife died of the same cause, no deasises or any thing like that just up and died, and left me all alone.

Well, I don't know about kids, but if you went through duel events, you'd see that having Harrenhall / Harrenhall duchy / etc. (or even having kinsman who has it!) gives you the more the maluses the greater your connection with Harrenhall is

800 gold is not "very expensive", especially with the raiding mechanics that ironborn get.
Yes but your steward keeps asking for more money... Just read the event file for Harrenhal.
