So, is the curse of Harrenhal that bad? I'd like it to be my capital, as it is the largest castle in all Westeros, but the curse... What exactly does it do?

Your kids will have deformities such as being a dwarf or an imbecile, they have lowered health and fertility. When rebuilding it you have many chances to die and/or lose health.
Not to mention that for example one of the towers is still called Kingspyre even in first bookmark before Aegon invasion...
The curse doesn't apply if either you have fully fixed Harrenhal or you started in a date in which it wasn't ruined.
