Feels like I have to manipulate the romulans and klingons into a liberation war which I can't do cause they hate each other. But the bajorans liberated themselves, so it's kind of weird there isn't just a revolt and then we can go help them. Cause as it is, they literally get integrated if you don't attack, and then they just disappear there's no like bajoran resistance or anything.

Also, it seems if I try propaganda on Bajor I create disloyal bajorans loyal to cardassia instead of loyal to the federation, so I'm not promoting rebellion against cardassia. Feels like a bug.

Edit: thanks everyone, so it's just ask the cardassians to let bajor go, get war goal to liberation war when they say no. also, i was stupidly waiting for the klingons to want to join cause they supported independence, but they don't border cardassia and they don't want to go to war with it so just take romulus into the war if you can

I did it last night. Go to Bajor diplomacy menu, and support their liberation. Then if you go to the Cardassian diplomacy menu, there will be an option to demand Bajor's liberation. They will either accept or deny. If they accept, Bajor is freed! If they don't, I think that gives you the liberation casus belli, which allows you to go to war to liberate Bajor. I'm assuming the latter because I got the Cardies to liberate without going to war.

So, when I give the Cardassians the "Liberate Bajor" option, I don't even get a response, but it does give me the Causus Belli. (And I don't think they're likely to accede to my demands anyway, because I'm the Federation, and they don't like me, and we are roughly equivalent in power.) But can you confirm that you are getting a definite response, and so something is weird in my game?

You know, I'm not sure I did get a response, or it was one that didn't pop up other than an icon up top. I think I noticed it only when Bajor asked for an embassy. The Cardassians really should respond, or maybe Bajor sends a diplomatic thank-you note, which boosts relations. This should definitely be fixed.

I definitely got a response. And yeah it gives the cassus belli for liberation wars. But 1. Did the federation really go to war to liberate bajor BEFORE the wormhole? I thought Bajor liberated themselves and then asked for aid. Acceptable retcon for game purposes, just asking though. 2. When you go to war do you bring anyone else with you? It feels like beating cardassia alone that early will be beyond my abilities.

Bajor liberated itself and the provisional government requested UFoP aid/protection, which sets up DS9 and the discovery of the wormhole.

I think a liberation war might bring in those factions that have also called for Bajor's liberation, but not sure. Obvious caveat would be the type of relations the Romulans and Klingons have with Cardassia. Again, I never went down that road so I'm not quite sure.

Oh I was asking if the people who did liberation war invited romulus and q'onos to the fight, or if they did it without any help. I know they join if you invite them and they hate cardassia enough, I just wasn't able to convince the klingons so I wanna know if I have to or not.
 
I have no clue how the liberation dynamics work in full. Would make sense that some convincing would be needed depending on the other faction's relations with the Cardies.

As an aside since this reminds me of it, I think it's funny/weird that Betazed is so far "south" on the map since their occupation by the Dominion during the war was a huge deal because it opened up the UFoP core to Dominion invasion. Betazed should be significantly closer.

I have noticed betazed moving south and north between playthroughs. My last game they were only one system away from federation borders, the one before, like 6 with a storm between us!
 
Yeah, there were some serious problems with my version, probably related to launcher issues. I somehow got a pre-release version of the game that still had a lot of problems with it. So that diplomatic interaction was bugged, the chosen voice announcing things happening was bugged. (I got the fascist Federation voice. "We are now dominating another planet!" etc.) My settings still had a ton of "Debug" options. And there were broken tooltips EVERYWHERE. So I imagine that particular interaction was broken as well.

I always take my first game to be a learning experience. So I'm taking the buggy version I played to be a learning experience and I'm gonna try again later today. (After the Marble League Qualifiers.)

Such a build is valuable.
 
Yeah but you usually have to defeat Cardassia.

You will take massive hit on War Score until you actually occupy Bajor (with ground troops). It gets easy after that but keep that in mind.

I was literally overrunning Cardassia and had their fleet wiped out but I was still losing the war until that ground invasion.

I'm not a big fan of the Bajor dynamic. It should be a fully occupied world, not some kind of special puppet or whatever. Perhaps in a future DLC (maybe one centered on the Bajor storyline?), there can be a diplomatic decision added that allows for factions to support and/or demand the liberation of subjugated planets. That would require allowing certain factions the ability to subjugate worlds through deception, economic blockade, political intrigue, and/or outright brute force, with the requisite drawbacks to taking those unsavory actions (like the rise of the Bajoran resistance!).

If you were playing as the UFP, then I think it doesn't work because the UFP can't declare war?

I'm very confused about this, too. I first struggled with trying to "Liberate" them via the diplomacy screen from the Bajors. Then after a while I found out you first have to "ask" the Cardassians to liberate them willingly and only after they say no you can "Liberate Subject" on Bajor and start a war goal "Liberate Bajor" ... and more or less start a war as the Federation..

BUT it makes no sense to me? Cardassians won a few battles, maybe 2-3 because I had some split up fleets. But every other Battle I won. Cardassians didn't take a single thing from me but I took over 3 systems of them + won all the battles and always killed their single ships they would spawn. And still, somehow the Cardassians always gained more.

One time they had 31 War gains and I only had 5 despite me having "liberated" Bajo in terms of taking over the single system + many others of Cardassian, but somehow in the eyes of the game that looks like I'm losing and Cardassians are winning? Huh?

My fleet is also way stronger...

Then after sitting there not understanding what's happening I thought I'll try to use "Create Neutral Zone" - and what's weird about this is that it just created a random neutral zone. I didn't even know/see beforehand which or what will be neutral after. I thought they meant make Bajor system neutral, not half of my empire? Because suddenly half of my empire was neutral.. why are you not able to see/know beforehand what you will agree on with an enemy to make neutral? Lol
It's also funny that most of the systems that got neutral the Cardassians didn't even touch

And if you do settle status quo, nothing really happens... it's a white peace.

I don't know what I'm missing here, and it seems it's unclear for a lot of people.. here and on Reddit - I don't wanna cheese it or whatever I want to win and also have it make sense and be logical and not some weird thing where you don't understand what just happened...

Yeah, the it's not the greatest system. Did you send troops to occupy Bajor. That seems to be the major issue, as you need to occupy the planet in order to get full war score (at least according to others; I haven't tried it yet).

The neutral zone quirk you describe is wild! The UFP-Romulan neutral zone is kind of a disaster as it's a series of systems along the border in the series, not some weird square blob as in the game. Neutral zones need to be done better.
