Steps to reproduce​

simply open any country province that uses chinese graphics that has a fort, but I found a solution, in ...\Europa Universalis IV\interface\building_icons.gfx in line 1709 where the spritetype of this fort icon is located, it is misspelled "GFX_fort_chinesegfx",To fix it, switch to "GFX_fort_asiangfx".
