Many people complain with console that PC mods such as Traffic Manager Presidential Edition and Network Extentions are not on consoles. My suggestion is that Paradox adds certain Workshop mods to console versions, simplified and/or customised, in a way similar to the Unlock All/Unlimited Money/Soil/Oil and Ore mods that can be activated per save game, rather than as a “mod” listed in the mods section.
Mods that may be included:
  • Traffic Manager Presidential Edition
    • Either a way to manually set up lane connectors and merging, or an automatic way that analyses say three intersections to predict the best lane connectors
    • Give way signs, rather than just stop signs (roundabouts are extremely hard to make useable without the two above features)
    • Ability to have some control over traffic light timings if at all possible
    • Ability to disable certain vehicle types on roads without policies
  • Network Extensions
    • All roads from this mod.
    • Possibly more roads that are community suggested, or the ability to have a “custom road”, that is just pedestrian walkways and a selection of lane configurations
  • Fine Road Anarchy and Moveit
    • Instead of bringing these directly into the base game, allow players to choose a Advanced Object and Road placement which allows tighter placement of roads, buildings and props as well as avoiding Slope Too Steep issues
  • Better Landscaping Tools
    • Allow more brush options and higher strength values that can only be used with a Extra Landscaping Brush Options mod, which also includes options for tree placement
  • 25 Tiles Mod
    • Disables all achievements and Unique Building unlock progression outside of the save game when you buy the tenth tile
    • Tenth and above tiles are unlocked at an additional milestone above the current highest, and will require a certain population, Happiness, Health, Crime Rate, Education Level and Public Transport usage.
    • Displays a warning on unlock that performance will be sacrificed when playing on more than nine tiles
    • Cannot build outside of the 5x5 center square set by the map
  • Other (Miscellaneous)
    • Ability to place resources (other than forest) anywhere on the map
    • Ability to increase amount of vehicles in transport routes above the current limit set by the line budget and global budget
    • Ability to change ground texture to Grass, Sand and Concrete
    • Ability to enable Unlock All Monuments to save people from building all Unique buildings required
Any other suggestions appreciated.

I'd agree that Xbox One needs more mods that change gameplay and introduce new features. The only problem is hardware limitations.

The only other option is to get the game on PC. You can get Steam keys pretty cheap on G2A. Instead of paying $43 AUD directly on Steam, I payed something like $10 AUD for a Steam key from G2A. That more than 75% cheaper.

G2A has some extremely shady monetary tactics, especially in regards to selling user information. Just a warning that I have heard plenty from on the Siege subreddit and other games.
