Summary​

"Have child study language" is unavailable because a random courtier is incapable

Description​

For two out of 6 children the option to learn a language is greyed out with the explanation that a random courtier is incapable. He is not the court tutor and I am pretty sure the children aren't set to learn a language from him.
There are other courtiers who speak languages these children do not know yet, so there should be other targets for them to learn from.
When I dismiss him from the court, they suddenly can learn languages again, but he is married to my court physician / antiquarian, so that's not a great solution.
It does not seem to make any sense, so to me it seems like a bug.

Steps to reproduce​

I don't really know.
Have an incapable courtier and try to have your children learn languages.

The issue is, this character interaction first finds a random courtier or vassal who can teach a language, saves them, and only then checks that they are not incapable and completely blocks the whole interaction.

Either there needs to be a check in the first part or the scheme to learn language needs one.

And that's a weird scripting mistake, since educate child, in the same file, checks properly that a character is capable.
