having trouble with migration

latest version of Victoria not with revolutions

Playing as belgium I have bought territory from the ottomans and am trying to get migration to my land after converting people to craftsman with all conditions the same I can only get Albanians to migrate the greeks and bulgarians wont budge, I have experimented with different provinces with increasing taxation. I have done this before and it worked, I cant tell what I am doing differently, they have all run out of cash and everyday goods but only the albanians will move. Any ideas?

Some time ago, I wrote this guide, which turns out to be pretty complete. Try to follow it closely - if your pops are not moving, your must have skipped some part, like the unemployement/factory requirement, or you will have to get Revolutions (addon).
