I was trying to play Hearts of Iron 2 with my friends. Since it's impossible to open ports on the router (or rather, I can open them, but it's useless, because the IP is gray), I chose radmin as a VPN for the game. When we tried to connect to each other, we got the error "game not found", although the game is in the firewall exceptions and, in theory, nothing should prevent us from connecting to the game. Later, on the local network, I tested the multiplayer and, surprisingly, everything worked (and I deleted the game from the second computer). However, a couple days later, I put the game back on the second computer and found the same problem that I had with the game via VPN - the game in the local network does not work (or rather, I can host the lobby, but i can not connect to it and it doesn't shows up in local area menu), although it is in the firewall exceptions, all computers have DirectPlay, and all computers are on the same network. What could be the problem, if the copies of the game are identical, the checksums are the same and all computers are on the same network?

I am not an expert on that but there are several posts in this forum that speak to needing the same IP. My guess is that would not be the case via a VPN.

Well, I don't know, cuz I'm not a programmer, but I can say, before trying to play Hearts of Iron 2, I had tried to play another strategy game that also ran on DirectPlay, and the problems there were identical to what I encountered when playing HoI2, but I didn't test the game on a local network. Perhaps the problem is somewhere in the DirectPlay (like, it has some kind of hidden setting and a way to configure connection) or system level, as I don't have any other guesses where the problem originates from.
