Title pretty much says it all. Level 5 in the heavy armor tech progression is worse than level 4.

The bonuses by level currently are +10%/+15%/+20%/+25%/+20%. This is a typo, I suspect, as the light armor tech goes +10%/+15%/+20%/+25%/+30%.
