The helicopter landing site at the Japan Fire Department requires vehicular access.

Sometimes it helps if you remove the building and re-place it again. Would you be able to try that and then get back to me if it worked or not?

I have the same issue. I have followed your suggestion however the helipad asset still requires vehicle access
